Why does starting a business in India feel slower than in Singapore?

My two friends and I are opening a small startup in India, as we did in Singapore as well. However, I’m looking at India’s startup scene and wondering: is the real headache the sheer amount of paperwork, or is it just how slow and outdated the system feels? It seems much faster to launch or close a business in other countries.
