Why India is still not growing in the manufacturing sector?

China manufactures 30% of global manufacturing, while India is still at 2-3%. The Indian government launched "Make in India" initiative to boost domestic manufacturing and to attract foreign investment, but still we are way behind it. That means India didn’t succeed in that. What are the possible causes of this and why we are so behind in the manufacturing sector?
