I have some cash on hand (2 lakhs) that I don't need right now, so please suggest some good investment options. (Please don't recommend risky investments.)

I work as a freelancer for a small company and earn money in cash. I need a personal loan. I don't fill out the ITR, as I am not earning that much. So will any bank give me a personal loan?
