Why are there extra fees when using an Axis debit card to pay for gas?

Hi!!
I used my Axis Bank debit card to pay for my petrol expenses, and I was charged an additional fee. This is an unusual situation.
Has anyone also experienced this? In such case, do you know if they will give a refund? I know that credit cards get charged a surcharge but this is the first time i have seen a debit card charged.
