What are the process details for filing a complaint in RBI?

I used my Niyo Global Card for train bookings through IRCTC. The amount was debited from my account, but the amount is not received by IRCTC. As a result, IRCTC did not book my ticket. I had a word with customer care of Niyo Global Card. They told me that the money will be refunded in your bank account within 10-15 days. Even after 25 days, they still haven't refunded the money. What should I do now? Should I complain to RBI? If so, how do I file a complaint?
