Can I access my old Citi account with Axis?

I just dug out my old Citi card that I haven't touched in ages. Now that everything has moved to Axis, how do I actually get back into the account? Should I just call Axis for a replacement, or is the old card still the way in? I'm also a bit worried about hidden fees or whether they’ve changed my status without telling me.
